Sunday spread: 'I was unaware of the charges... against me'

On Aug. 1, a Tuesday, Andrei Sinioukov, 29, was watching the protests at 15th and Market Streets when police began to clear the streets and sidewalks. As he walked away with his bicycle, Sinioukov stated for the court, he fell. Apparently mistaken as a protester trying to block police, he was immediately arrested and charged with first-degree felony assault on a police officer, plus six misdemeanors.

Sinioukov is a Russian legal resident who has lived in Center City for 10 years and has State Department security clearance to work with an international consulting company.

He faced a trial on Jan. 19, but last week the case was withdrawn during a preliminary hearing. Sinioukov said he paid $10,000 in legal fees.

His story is taken from his written account, filed in Common Pleas Court.

After he fell, Sinioukov said, he was restrained by police, his face pressed to the ground as officers handcuffed him. He was taken to a police bus, transferred to another, and remained there for five hours.

At police headquarters, his belongings were taken and he was given a red plastic bracelet. "The persons processing me wrote 'John Doe' on the bracelet. I insisted that my name was Andrei Sinioukov, and not John Doe, but they ignored me," he wrote.

"I was then placed in a 5-by-7 cell with five other people, where I remained for the next 31/2 days."

Sinioukov said that he asked to make a phone call and to speak with a lawyer.

"My requests were ignored. I was not told that I had been arrested. I was unaware of the charges brought against me until, I believe, sometime Friday morning or afternoon when I was finally taken out of the cell."

Deputy District Attorney Raymond Harley said Friday that he decided the case was not worth pursuing. "After reviewing the matter and considering all the circumstances, I withdrew the case," Harley said.
